SharePoint Foundation and SharePoint Server 2010 are the first SharePoint products, which can manged with native Powershell.
stsadm still exists, but is not that powerfull anmore. "Old" stuff can still be done with stsadm. But the "new and fancy" stuff which comes along with SharePoint partly relies on Powershell for administration.
